The may come where the search bots can easily crawl and index flash, but that day is not here yet. If you have only flash navigation, your site can probably be recoded to make it search friendly by adding text navigation. If your site is entirely flash, your best option is to make a corresponding html version that the bots can crawl.

If your site is framed, it is possible to put content within the <noframes> tag. However, it shouldn't duplicate the content shown in the main frame. If it does, Google could nail you with a duplicate content penalty. If your site is framed, it's probably time to redesign anyway. Frames have not been a leading-edge design technique for many years.
